<p>‘RP must define position  on climate change talks’</p>
<p>LOBOC, Bohol &#8212; President Gloria Macapagal-Arroyo suggested today that the country firm up its position on climate change so that such position could be submitted to the plenary session of the Asia-Pacific Economic Conference in Singapore late this week and in Copenhagen in mid-December.</p>
<p>&#8221;We need to define our position now,” said the President at the Cabinet meeting held at the Children’s Palace in this town. “We need not insist on deep and early cuts in carbon emission, but we should require countries to make a commitment.”</p>
<p>According to the President, she does not want to see negotiations on climate change stall as they did at the Doha Round in Qatar. That time, she noted, debates went nowhere.</p>
<p>It was hoped that delegates would come up with a new treaty to replace the Kyoto Protocol, which is set to expire by 2012, but the talks collapsed over which countries should make the most cuts, at what rates, and the amount of funds available to enable developing countries institute programs to help arrest the greenhouse effects.</p>
<p>For the sake of the planet, the President said, she will agree on different cuts, as long as the countries commit themselves to implement such cuts, once they agree on a treaty</p>
<p>The Intergovernmental Panel on Climate Change notes that industrialized nations must cut carbon emissions by at least 50 percent in 2050, on climate change becomes irreversible.</p>
<p>However, President Macapagal observed, it is useless for developing countries like the Philippines to push for such ambitious cuts if the US and China won’t go along. “We have to give them room to decide how much they could afford to give,&#8221; she said. </p>

<p>PGMA to lead WiMax turnover rites in Floridablanca</p>
<p>FLORIDABLANCA, Pampanga &#8212; President Gloria Macapagal-Arroyo will lead tomorrow (Nov. 11) the turnover ceremony of the first Worldwide Interoperability for Microwave Access (WiMax) here, a telecommunications technology that provides high-speed wireless Internet access to a wider area.</p>
<p>This is in line with the government’s continuing efforts to provide Internet connections, computer literacy training, and access to on-line content for public high schools, particularly in the countryside.</p>
<p>The turnover rites will be held at the Paguiruan High School (PHS) , a recipient of the Smart Schools Program (SSP), Smart Communications’ flagship in Information and Communication Technology (ICT).</p>
<p>Under SSP, PHS will be connected to the Internet via WiMax, the first in SSP&#8217;s network of 270 schools.</p>
<p>Orlando Vea, Smart’s chief wireless advisor, said Smart is rapidly rolling out its WiMax network to cover unserved areas and provide Internet connectivity to places that were once inaccessible.</p>
<p>&#8220;It has been our vision to provide Internet for all Filipinos, no matter where they are or what device they&#8217;re using,&#8221; Vea said in a statement.</p>
<p>Through WiMAX, Vea said Smart intends to replicate the success it achieved in cellular phones in the field of wireless broadband Internet.</p>
<p>&#8220;Our WiMax deployment in Paguiruan is only the beginning,” he added.</p>
<p>Apart from connectivity, PHS will receive a Smart Teacher&#8217;s Learning Resource Center (STLRC) consisting of two computers, two webcams, a printer and scanner.</p>
<p>As an SSP partner, the school will also be given access to online content via the Smart Schools website www.smartschools.ph and receive teacher training in computer literacy, ICT integration in the classroom, troubleshooting and maintenance, leadership and website development.</p>
<p>&#8220;For the past year, our computer classes only involve learning clerical skills. But now that we have Internet connection, the students have more opportunities to learn,&#8221; said PHS principal Jesusa Agustin.</p>
<p>She added the school has incorporated computer education in the Technology Livelihood Education (TLE) subject taken by students from first to fourth year.</p>
<p>&#8220;We have just attended basic Computer Training (from DepEd) and this is our chance to apply what we have learned,&#8221; said PHS ICT coordinator Chito Ramos.</p>
<p>Using the computer, Ramos said their classes can now be more interactive.</p>
<p>&#8220;Now, we can better meet the needs of our students,” he said.</p>
<p>For his part, Smart&#8217;s Public Affairs Group head Ramon Isberto believes ICT can really help in education not only for the students but, more importantly, for the teachers. &#8221;</p>
<p>“Our teachers need to learn, too. That&#8217;s why the main clients of the SLTC are the teachers. It&#8217;s a learning facility for them so they can better help their students,” Isberto said.</p>
<p>SMART&#8217;s initiatives to help promote ICT in education via SSP are part of the company&#8217;s &#8220;Internet for all&#8221; advocacy.</p>
<p>The program also supports the objective of the Department of Education (DepEd) and the Commission on Information and Communications Technology&#8217;s Internet Connectivity Project.</p>
<p>It is implemented through the Philippine Business for Social Progress, with the support of DepEd.</p>

<p>Government mulls oil firms’ offer of selective discounts</p>
<p>Malacanang is considering the proposal of the oil industry to grant discounts on petroleum products in selected locations in Luzon if and when the price rollback is lifted. This was one of the proposals raised by the industry in ongoing negotiations with government.</p>
<p>“What I know is that Justice Secretary Agnes Devanadera said yesterday that the oil firms had expressed willingness to offer discounts in selected locations. That is a good sign,” said Deputy Presidential Spokesman Gary Olivar during the regular media briefing this morning.</p>
<p>“We know that Executive Order 839 (freezing prices to Oct. 15 levels because of the state of national calamity in Luzon) has an objective of trying to help reconstruction efforts. Let us wait for the results of the National Disaster Coordinating Council (NDCC) meeting,” said Olivar.</p>
<p>Press Undersecretary Anthony Golez added the oil firms expressed to Devanadera their readiness to help as long as the benefits of relief would go to those who really need them. “This is similar to our objective,” he added.</p>
<p>Golez said the NDCC will balance the concern of falling oil inventories with the interest of the consumers, especially those who have been hit hard by the recent typhoons and with government’s rehabilitation efforts.</p>
<p>The immediate benefit of the EO is that “now the oil industry is forced to become transparent (with their state of business affairs) and open to constructive suggestions. The industry is now holding dialogues with us,” he said.</p>
<p>On why Energy Secretary Angelo Reyes sounded the alarm on declining inventories, Olivar said “I can certainly advance two possible reasons: a) the supply situation a month ago would have been different with the supply situation now and b) the degree of transparency coming from the oil industry might well have been different then versus now as a result of the EO.”</p>
<p>Olivar said Reyes’ position, which, to many, seemed like he was siding with the oil industry, is that “we really have very little control over oil prices internationally. If the oil industry was not deregulated, then this would mean that the government would continue subsidizing domestic prices from its coffers. This will compound the problem.”</p>
<p>He said the task force made up of competent people from the Department of Justice (DOJ) and the Department of Energy (DOE) is currently verifying oil players’ claims of declining inventory. </p>

<p>Cabinet meeting focuses on disaster preparedness, risk reduction</p>
<p>LOBOC, Bohol&#8212; Disaster risk reduction, disaster preparedness, and climate change were on top of today’s agenda during the full Cabinet meeting presided by President Gloria Macapagal-Arroyo at the Tourism Center.</p>
<p>The President asked Vice President Noli de Castro to prepare the draft revoking Proclamation 704 issued by then President Fidel Ramos in 1995 that opened Lupang Arenda, then protected wetlands, to informal settlers.</p>
<p>The Vice President said the Laguna Lake Development Authority (LLDA) is no longer allowing an estimated 60,000 families to return to Lupang Arenda because the rise in the the average water level of Laguna Lake to 12.5 meters makes surrounding areas prone to flooding.</p>
<p>The 200-hectare Lupang Arenda blocks the natural pathway between Laguna Lake and Napindan Channel.</p>
<p>At the same time, the President ordered the Department of Public Works and Highways (DPWH) to come up with a comprehensive plan to clear canals or esteros, river basins, and other waterways.</p>
<p>The President also instructed the Department of Environment and Natural Resources (DENR) to further strengthen its campaign against the cutting of trees and slash-and-burn farming or kaingin.</p>
<p>Mrs. Arroyo stressed there is a need to continue implementing sustainable forest management even as she noted that deforestation is one of the main causes of flooding.</p>

<p>FILIPINA CHOSEN IN 2009 AMERICAN PSYCHIATRIC NURSES ASSOCIATION JANSSEN STUDENT SCHOLARS</p>
<p>28 OCTOBER 2009 WASHINGTON, D.C. – Filipina Melanie Singh has been chosen as one of the 2009 American Psychiatric Nurses Association Janssen Student Scholars.</p>
<p>In a letter addressed to Ms. Singh, Philippine Ambassador to the United States Willy C. Gaa extended his congratulatory remarks and emphasized that such honor reflects highly of her academic performance and professional potential.  </p>
<p>“The scholarship award likewise underscores your exceptional ability to maintain your deep socio-civic and cultural involvement, particularly in promoting your Filipino heritage, at Catholic University of America and throughout the District 6 membership,” Ambassador Gaa stated in his letter.</p>
<p>The American Psychiatric Nurses Association Janssen Student Scholarship Program is a national scholarship awarded to only fifteen undergraduate and fifteen graduate nursing students interested in psychiatric mental health nursing.  END. </p>

<p>MILF role in Sinnott’s release a step to peace – Malacañang</p>
<p>Malacañang today expressed gratitude to the Moro Islamic Liberation Front (MILF) for brokering the safe release of Irish priest Father Michael Sinnott.</p>
<p>The MILF turned the priest over to government officials in Barangay Sangali in Zamboanga City early this morning.</p>
<p>In an interview with members of the media, Press Secretary Cerge Remonde described the gesture as a manifestation of the MILF’s sincerity and commitment to the cause of peace.</p>
<p>He added that the palace is now more hopeful than ever that “the GRP (Government of the Republic of the Philippines) and the MILF can resume formal peace talks in December.”</p>
<p>The Department of Foreign Affairs (DFA) made a similar observation, saying “the MILF central leadership played an indispensable role in securing the priest’s release.”</p>
<p>&#8220;These circumstances underscore the obligation of both sides to maintain an environment conducive to the conduct of peace talks, which we all hope will bring lasting peace and progress to Mindanao,&#8221; a DFA statement reads.</p>
<p>The European Union also chimed in, noting that Sinnott&#8217;s release will make a positive effect on the peace negotiation.</p>
<p>Sinnott was abducted on Oct. 11 in Pagadian City, Zamboanga del Sur. He spent 32 days in captivity.</p>

<p>PGMA inaugurates NCRPO High -Tech Center</p>
<p>President Gloria Macapagal-Arroyo today unveiled the P60-million Regional Tactical Operation and Intelligence Center of the National Capital Region Command Office in Camp Bagong Diwa, Bicutan, Taguig City.</p>
<p>The high-tech facility comes with television monitors that show what is happening in major thoroughfares of Metro Manila 24 hours a day, seven days a week. It was donated by 15 government agencies and private companies.</p>
<p>Among those who made the funds available to set up the facility include Smart Philippines and the Federation of Filipino Chinese Chamber of Commerce and Industry.</p>
<p>Apart from the electronic equipment, RTOIC also boasts of 11 wooden boats and six rubber boats that can be deployed for rescue and relief operations in any part of the country.</p>
<p>The President ordered NCRPO-Regional Director Roberto Rosales to make the equipment available to towns and cities outside of Metro Manila, or wherever they are needed.</p>
<p>According to Rosales, the closed circuit television (CCTV) cameras, GPRS (global positioning response systems), police cars, and Blackberry cell phones have enabled the police to make the city peaceful and orderly.</p>
<p>Among those who attended the launch of the RTOIC and the new rescue assets of PNP were PNP Director General Jesus Verzosa, Northern Police District Superintendent Samuel Pagdilao, and the chief executives of the sponsoring companies.</p>
<p>Rosales said he invited the Armed Forces of the Philippines to get a first-hand view of the RTOIC so that “it can replicate this center in its different operational units.”</p>
<p>The center has a video wall consisting of 42 units of 40-inch large format display (LFD) monitors that have been configured to show video feeds from all CCTV cameras in Manila, Taguig, Pasig, Quezon City.</p>
<p>Its data storage can handle six months of video data and two years of backup, making it useful not just in responding tactical situations but in providing a rich database of information that can be used for strategic planning and other police administration purposes. </p>

<p>Clinton lauds RP for disarmament stand</p>
<p>US Secretary of State Hillary Rodham Clinton today commended the Philippine government for its stand against nuclear arms proliferation.</p>
<p>In a media briefing this afternoon, Clinton noted the government had registered support for the complete elimination of nuclear weapons under international supervision.</p>
<p>She also praised the Philippines for its leadership role in the Association of South East Nations (ASEAN) and Asia Pacific Economic Conference (APEC). She thanked the country for being a partner of the United States in issues such as counter terrorism and climate change. She said that “as treaty allies, we are meeting the challenges and seizing the opportunities of the 21st century.”</p>
<p>Mrs. Clinton hoped the Visiting Forces Agreement (VFA) will continue in force.</p>
<p>“The United States is committed to a strong partnership and alliance with the Philippines, and I am here today to reaffirm that commitment,” she said.</p>
<p>“The VFA is an important expression of our partnership,” she added. “It is based on mutual respect and mutual interest. In the last natural disaster, we were able to provide assistance where it was asked for and to work side by side with the military of the Philippines.”</p>
<p>The US government, she said, supports the Philippines’ goal of bringing comprehensive peace to Mindanao.</p>
<p>“The international community, including the United States, stands ready to assist the Philippines,” Mrs. Clinton also said. “We wish the very best to those who are attempting to end the conflict. We will support you in any way that it is appropriate.”</p>
<p>Mrs. Clinton also expressed support to the country’s search for a viable and acceptable reproductive health program, citing that “it is an important aspect of development in society.”</p>
<p>However, she said, the passage of the reproductive health bill in the Philippine Congress lies entirely in the hands of the Filipino people and their representatives.</p>
<p>Foreign Affairs Secretary Alberto Romulo noted the US, through its poverty alleviation and development programs, is a strong supporter of peace, security, and prosperity in Mindanao.</p>
<p>He and Mrs. Clinton acknowledged the strategic importance of the RP-U.S. defense and security cooperation to regional peace and security.</p>
<p>Earlier, Mrs. Clinton visited Malanday National High School in Marikina City, one of the schools damaged by the calamities, and asked teachers and students what the United States can do to help them.</p>
<p>President Gloria Macapagal-Arroyo is set to confer Clinton the Order of Sikatuna later in the evening. They will have a dinner meeting afterwards.</p>

<p>PGMA calls for renewed drive vs illegal logging</p>
<p>STA. CRUZ, Laguna – President Gloria Macapagal-Arroyo today ordered the Philippine National Police in Region IV to intensify its campaign against illegal logging and protect forested areas particularly in Mount Banahaw.</p>
<p>The President issued the directive to Police Regional Office IV Assistant Regional Director Senior Superintendent Aaron Deocares Fidel after learning that the flashfloods that hit Sta. Cruz town during typhoon Santi were caused by waters from the deforested Mount Banahaw.</p>
<p>“Dapat pigilan natin ang illegal logging,” the President told Fidel in her brief remarks. She urged police authorities to participate in the reforestation program.</p>
<p>The Chief Executive made her second visit to the evacuation center in Sta. Cruz to personally witness the turn over of the customized portable toilets and distribute relief goods as part of government efforts to provide assistance to residents affected by calamities.</p>
<p>The two portalets are part of the ten units given by the Manila International Airport Authority (MIAA) for distribution to evacuation centers in the National Capital Region and other parts of Luzon.</p>
<p>The Chief Executive assured the 316 families from the 24 barangays of this municipality that the government through the Department of Public Works and Highways (DPWH) is now working to rehabilitate the Napindan Channel to avoid similar floodings that submerged Metro Manila.</p>
<p>She urged the residents to cooperate with the police and provincial government by providing information on illegal logging activities in Mount Banahaw. </p>

<p>RP’s Ranking (Control of Corruption) Improved from 39th to 33rd Among Low-Income Country (LIC) List </p>
<p>Manila, 10 November 2009- Foreign Affairs Secretary Alberto G. Romulo today acknowledged the Millennium Challenge Corporation (MCC) scorecard of the Philippines showing below the median scores in a number of indicators, but stressed that these resulted from “technicalities in evaluation.”</p>
<p>                “On the CoC (Control of Corruption) indicator, the Philippines’ ranking has actually improved by six notches, from 39th to 33rd, above the 37th rank of the median country out of the 73 countries in the LIC list of the MCC, “Secretary Romulo said.</p>
<p>Comparing the results with last year’s MCC scorecard, Secretary Romulo pointed out that the country would have showed improved performances had it not been elevated to a higher income category. The failing marks, he stressed, resulted chiefly from the country’s transition from a low-income country (LIC) in 2008 to lower middle-income (LMIC) in 2009, based on its improved income per capita.</p>
<p>                “The country’s failing grades in some areas is the result of technicalities in evaluation, such as the country’s rise from a low-income country to a lower middle-income country. Higher income countries are measured using more stringent standards,” Secretary Romulo said.</p>
<p>                “The improvement in the country’s income category is a clear reflection of the Philippine Government’s sustained commitment to economic and governance reforms amidst the global financial crisis,” he added.</p>
<p>The World Bank increased RP scores in governance report</p>
<p>“We also recall,” the Secretary added, “that in the 2009 World Governance Indicators (WGI) report published by the World Bank Institute, the Philippines demonstrated significant improvements in four out of six governance dimensions namely, government effectiveness, regulatory quality, rule of law and control of corruption.  In fact, the biggest jump was recorded in the control of corruption where our score increased from 22.2% to 26.1 %.”</p>
<p>                The WGI report, together with its third party sources of information, represents the largest publicity available data resource on governance in the world. It is also used by the MCC, in combination with other indicator reports, in making its allocation decisions.</p>
<p>The MCC scorecard showed the country received passing marks for Political Rights (53%), Civil Liberties (62%), Government Effectiveness (79%), and Voice and Accountability (59%).</p>
<p>Under “Economic Freedom,” the Philippines passed in five categories, namely, Regulatory Quality (74%), Land Rights and Access (58%), Trade Policy (65%), Inflation (48%), and Fiscal Policy (56%), but failed in Business Start-Up (34%).</p>
<p>Under the second broad category “Investing in People,” the country showed a passing mark for Natural Resource Management (84) but failed under Immunization Rates (41%), Girls’ Primary Education Completion (44%), Health Expenditures (19%) and Primary Education Expenditures (32%).</p>
<p>RP intensifies fight against poverty and corruption</p>
<p>                As the World Bank report on the improved income status of the Philippines came out last July, the Philippines remains hopeful that being placed in a higher income category will not derail the bid for an MCC full Compact grant in 2010. The country’s compact proposal for 2010-2014 is currently under technical review.</p>
<p>The Compact proposal, which is in the final stages of development, focuses on three high-impact projects &#8211; Secondary National Roads Development (SNRD); Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) and Integrated Revenue Information System (IRIS).</p>
<p>Secretary Romulo stressed that, “While the gains from the government’s anti-corruption efforts were clearly manifested in notable international governance reports, the Philippine government will continue to build on these gains.”</p>
<p>                The Philippines’ plan of action under MCC’s Policy Improvement Process (PIP) to strategically address policy performance issues such as Control of Corruption is also being reviewed by the MCC. The MCC has recognized the high degree of political commitment the Philippine government has demonstrated to this process which is a product of a multi-stakeholder effort.</p>
<p>                The Philippines’ PIP will monitor progress in preventive measures against corruption such as improving transparency in budget delivery, institutionalization of a balanced scorecard system on improved frontline public services in specific national agencies and development of selected local government units (LGUs) as sparkplugs for economic development.</p>
<p>MCC remains confident in RP as potential Compact partner</p>
<p>                Recognizing the Philippines’ continuing commitment to good policy performance, MCC Vice President for Compact Development Darius Teter signed a memorandum of understanding on 609 (g) under the Millennium Challenge Account Act of 2003, with Philippine Ambassador to the United States Willy C. Gaa last October 16 in Washington DC.</p>
<p>                The MCC will provide $5.57 million to help the Philippines complete beneficiary analysis, engineering designs, and environmental and social impact assessments for the Compact proposal.</p>
<p>                “The Philippines is ready to be a Compact partner. Concluding a Compact agreement soon will further support our anti-poverty program and efforts in the areas of ruling justly, investing in people and promoting economic freedom,” Secretary Romulo assured. END</p>

<p>PGMA escorts families to their new houses</p>
<p>RODRIGUEZ, Rizal – Distribution of housing units to families displaced by the most destructive typhoon to hit the country has already begun.</p>
<p>Delivering on her promise to relocate people from high-risk areas to a community where they can live in health and safety, President Gloria Macapagal Arroyo on Monday escorted two pre-selected families to their new homes in this town.</p>
<p>Mrs. Arroyo instructed the Housing and Urban Development Coordinating Council (HUDCC) to get people out of harm’s way following the massive destruction wreaked by typhoon Ondoy.</p>
<p>The two families were among the initial 100 families to be presented with keys and certificates of ownership to an equal number of houses.</p>
<p>Located in Barangay San Isidro, the low-cost government housing project can accommodate 2,911 houses: 1,918 in Southville 8 and 993 in Southville 8A. The first phase covers 12.96 hectares, while the second has an area of 6.27 hectares.</p>
<p>The families have to pay P200 a month for each unit, which consists of 21 square-meter floor area built on a 40 square-meter lot area. The amortization starts one year after the relocation.</p>
<p>For now, the families will have to make do with deep wells as their sources of water. However, MWSS and Meralco have committed themselves to bring the benefits of water and power connections to the community.</p>
<p>The community is accessible with public transport available.</p>
<p>On hand to assist Mrs. Arroyo in the distribution ceremonies was Vice President and HUDCC Chairman Noli de Castro.</p>
<p>Later, the President also gave away food packages to residents of the town. Each package contains rice, noodles, canned goods, a blanket and a mosquito net, soap and toothpaste. </p>

<p>There is enough  sugar, Malacanang says</p>
<p>Malacanang assured today that there is enough supply of sugar and that prices remain stable despite the price ceiling imposed by the Department of Trade and Industry (DTI) on basic commodities.</p>
<p>In a media briefing this afternoon in Malacanang, Deputy Presidential Spokesperson and Press Undersecretary Anthony Golez dismissed warnings that the price ceiling will result in the shortage of sugar and after basic commodities.</p>
<p>The government ordered the price cap after typhoons Ondoy and Pepeng wreaked havoc in Metro Manila and in Central and Northern Luzon.</p>
<p>Included in the list of commodities under price control are sugar, rice, instant noodles, sardines, milk, coffee, cooking oil, pork, beef, and poultry.</p>
<p>The order became effective on Sep. 28 and will be in force 60 days from date of imposition, unless lifted sooner by the government. Its purpose is to protect consumers from profiteers and ensure steady supply at reasonable prices.</p>
<p>According to the order, prices should not surpass the level prior to the typhoons.</p>
<p>In the case of refined sugar, the retail price is set at a maximum of P38 per kilo.</p>
<p>Golez said DTI Secretary Peter Favila has been consulting with the sugar industry leaders to address their concerns in a manner that would be beneficial both for the government and the industry.</p>
<p>“What is more important right now is that we have adequate supply and they are available at reasonable prices,” Golez said.</p>

<p>PGMA outlines steps to reduce poverty, hardship during calamities</p>
<p>RODRIGUEZ, Rizal &#8212; President Gloria Macapagal-Arroyo outlined today her government’s response to lessen the incidence of poverty and hardship during calamities.</p>
<p>Speaking before residents of Barangay San Isidro here, the President said these steps should be undertaken with renewed vigor to ease the added difficulties felt by the poor.</p>
<p>These steps include:</p>
<p>1) the renewed offensive against illegal loggers;<br />
2) the continuation of the governments reforestation program;<br />
3) preventing residents from re-populating calamity-stricken areas by providing relocation sites; and<br />
4) cleaning up the waterways.</p>
<p>The President cited the importance of going after illegal loggers as soil erosion brought about by the dwindling forest cover results in rainwater cascading down the mountains to flood low-lying areas.</p>
<p>She said she had already instructed Philippine National Police Regional Director for Region 4, Chief Superintendent Perfecto Palad, to go after the illegal loggers.</p>
<p>Aside from addressing illegal logging, the President said, the government should continue the reforestation program.</p>
<p>She appealed to residents whose homes on river banks were destroyed at the height of typhoons Ondoy and Pepeng to stay away from these danger zones.</p>
<p>“Sana naman ‘wag masamain pag sinasabi naming sa mga na-evacuate na wag nang bumalik doon. Para sa ikabubuti niyo naman ito. Tutulungan naman kayo na lumipat sa lugar na mas ligtas,” the President said.</p>
<p>She cited Southville 8 and 8A in Barangay San Isidro, to where victims of the flood were relocated, as examples of low-cost government housing projects..</p>
<p>As for the waterways, the President underscored the importance of removing trash and unwanted debris that clog the passageway of water and therefore contribute to flooding.</p>
<p>“Importante na asikasuhin natin ang clearing the waterways especially the waterways of the Napindan Channel and the construction of a spillway in Paraaque City,” the President said.</p>
<p>The mouth of the Napindan Channel is heavily silted, making it hard for the water to flow freely from the Laguna Lake to the channel even if the upper gate of Napindan is open.</p>
<p>Local officials have been calling for the immediate dredging of the Napindan Channel to ease flooding in Muntinlupa city and other nearby towns.</p>
<p>The dredging of the Napindan Channel and the construction of the Paraaques spillway are two infrastructure projects aimed easing the incidence of flooding in Metro Manila.</p>

<p>US Pledges $8.5-M food aid to RP</p>
<p>The United States has pledged food assistance worth $8.5 million for victims of the two recent typhoons that wrought havoc in the country.</p>
<p>US Secretary of Agriculture Tom Valsack made the assurance during his courtesy call on President Gloria Macapagal Arroyo in Malacanang’s Music Room this morning. He was accompanied by US Ambassador Kristie Kenny.</p>
<p>According to Vilsack, the assistance, made available under the US Department of Agriculture (USDA) Food for Progress Program, will be in the form of 7,000 metric tons of rice and 680 metric tons of non-fat dry milk. He noted the donation is enough to feed 438,000 people for 60 days.</p>
<p>Vilsack also said the US, as a friend and partner of long standing, understands the need to extend assistance in times of disasters.</p>
<p>The US Cabinet official is in the country to open a trade mission to strengthen direct commercial relations with local producers, processors, traders and investors.</p>
<p>He is scheduled to fly to China to participate in bilateral meetings on agricultural trade and development in that country.</p>
<p>The Philippines is the largest recipient of USDA Food for progress in Asia, receiving a total of $217 million worth of commodities since 2000.</p>
<p>This year alone, the USDA has signed three Food for Progress agreements with the Philippines valued at $25 million.</p>
<p>Accompanying Kenney and Vilsack were senior adviser Max Holtzman, economic counselor Brian Doherty and Press Secretary Caleb Weaver.</p>
<p>Also present were Department of Agriculture (DA) Secretary Arthur Yap, Foreign Affairs Secretary Alberto Romulo and DFA Undersecretary Berna Romulo-Puyat.</p>

<p>Palace lauds oil price rollback</p>
<p>Malacanang today lauded two independent oil players for rolling back the prices of their products.</p>
<p>Unioil Petroleum Philippines and Flying V slashed the prices of their petroleum products to as much as P2 per liter, to their Oct. 15 levels, in response to a government directive to keep oil prices stable in Luzon during the state of calamity.</p>
<p>In a media briefing this afternoon, Presidential Spokesperson and Press Undersecretary Anthony Golez thanked the two firms.</p>
<p>On Friday, President Gloria Macapagal-Arroyo issued Executive Order No. 836 directing the oil industry players to &#8220;maintain prices of petroleum products prevailing on the last landfall of Typhoon Pepeng during the period of Emergency in the entire island of Luzon.&#8221;</p>
<p>The President cited Section 14 of the Oil Deregulation Law, which states that &#8220;in times of national emergency, when the public interest so requires, the Department of Energy (DOE) may, during the emergency and under reasonable terms prescribed by it, temporarily take over or direct the operation of any person engaged in the industry.&#8221;</p>
<p>Golez said the DOE-DOJ task force, in charge of investigating cases of alleged price fixing and cartelization, will meet this afternoon to come up with guidelines on effective implementation of the directive.</p>

<p>DOH to continue fight vs. A(H1N1), other diseases</p>
<p>The Department of Health (DOH) will continue its fight against communicable diseases.</p>
<p>In a media briefing this afternoon in Malacanang, Health Secretary Francisco Duque said the first wave of A(H1N1) has been contained. Fortunately, he added, there has been no reported case yet of a re-emergence of the virus or its possible mutation.</p>
<p>However, according to Duque, the public should take the necessary precautions and practice hygiene to keep not only the swine flu but also common flu, hepatitis, typhoid, leptospirosis, and dengue at bay.</p>
<p>So far, Duque stressed, there is a 99 percent recovery rate from the 5,212 cases of AH1N1 detected since it first entered the country on May 23.</p>
<p>He said the 30 deaths recorded from the virus was quiet small compared to other countries due to government prevention and mitigation measures coupled with public awareness.</p>
<p>“We have managed to hold our death rate compared to other countries,” Duque said.</p>
<p>Since April, Duque noted, the government has taken steps to contain the virus, something the World Health Organization (WHO) has duly noted.</p>
<p>The government has set aside P100 million for the acquisition of AH1N1 vaccines from WHO and directly from drug manufacturers.</p>

<p>PGMA eyes revival of Pampanga River Flood Control Project</p>
<p>ANGELES, Pampanga &#8212; President Gloria Macapagal-Arroyo today eyed the revival of the Pampanga River Flood Control Project to mitigate the impact of climate change and minimize flooding in many areas in Pampanga and nearby provinces.</p>
<p>In a meeting with officials the Department of Public Works and Highways (DPWH), led by newly-appointed DPWH Secretary Victor Domingo, President Arroyo noted that the said proposal did not prosper during the term of former president Fidel V. Ramos due to the opposition of activists to the project.</p>
<p>However, the President stressed the project could lessen the perennial flooding in many towns of Pampanga and Bulacan.</p>
<p>She directed the DPWH to present partial and interim solutions to the perennial flooding in Candaba in tomorrow’s Cabinet Meeting.</p>
<p>Acknowledging the efforts of DPWH, President Arroyo said the government has been doing intervention work to solve the flooding problems in Masantol and Macabebe.</p>
<p>The flooding in Candaba area she said, needs to be reassessed and the revival of the Pampanga River Flood Control Project studied by DPWH.</p>
<p>DPWH Director Philip Menez of the Mount Pinatubo Emergency Project Office vowed to fast track the Pampanga Delta Project to enhance flood controls on the lower basins of the Pampanga River.</p>

<p>PGMA vows to intensify infrastructure  investments to sustain growth</p>
<p>The current administration will pursue poverty amelioration program even as it tackles the grim task of rehabilitation to address the damage left behind by typhoons “Ondoy” and “Pepeng” in the past three weeks and typhoon “Frank” last year.</p>
<p>President Gloria Macapagal-Arroyo made the assurance before local and foreign investors as well as members of the diplomatic corps during the mid-year economic briefing at the Makati Shangri-La Hotel today.</p>
<p>According to the President, her administration will work aggressively to ensure growth, generate jobs, and increase revenue.</p>
<p>“We will continue with the Economic Resiliency Program, and its key components: the conditional cash transfers and emergency employment. With government support and the hard work of our people, we will maintain growth and intensify investment in infrastructure, especially post-calamity reconstruction,” she said.</p>
<p>Yesterday, the President announced the creation of the Special National Public-Private Reconstruction Commission to determine the cost of rehabilitation and raise the fund to cover that cost.</p>
<p>The country, said the President, would push for grants or non-repayable inflows; concessional loans such as the zero-interest yen loan package from the Japan International Cooperation Agency (JICA); and, as a last option, commercial borrowings either through bonds or other instruments.</p>
<p>The President added calamity victims should not be penalized with high interest rates.</p>
<p>“We are grateful to the UN for launching a flash appeal to mobilize grants. We count on Congress for a joint resolution authorizing us to avail ourselves of what we call an ‘unprogrammed provision’,” she said.</p>
<p>Through the commission, the President pointed out, the government will coordinate an international pledging session with the UN and the World Bank.</p>
<p>“A special pledging session would tap into the huge underlying global constituency for climate change adaptation. It would capitalize on ongoing discussions and negotiations leading to Copenhagen. Even in Bangkok, the Philippine case was widely cited as proof for the need for adaptation financing. We should use the umbrella of the UN framework, not just the World Bank,” she added.</p>
<p>Depending on the recommendation of the special commission, the President pointed out that the government may also issue reconstruction bonds to which multilateral financing institutions (MFIs) such as the World Bank can subscribe to. </p>

<p>LUBAO, Pampanga – President Gloria-Arroyo today led the inauguration of the One Town One Product (OTOP) Trade Fair, Diskwento and Food Caravan in Barangay San Nicolas here.</p>
<p>The event, designed to spur economic activity in Central Luzon, was jointly conducted by the Department of Trade and Industry (DTI), Department of Agriculture, and Department of Labor and Employment (DOLE).</p>
<p>After cutting the ceremonial ribbon, President Arroyo toured the booths of trade participants showcasing products of the provinces of Pampanga, Nueva Ecija, Tarlac, Bataan, and Bulacan.</p>
<p>OTOP is a DTI program that supports micro, small and medium enterprises (MSMEs) to manufacture and market products using indigenous raw materials and local skills and talents.</p>
<p>The President distributed checks from Small Business Guarantee and Finance Corp. to micro entrepreneurs in the province.</p>
<p>She talked with loan beneficiary Marites Ramos, who transform recyclable products into fashionable bags and pouches.</p>
<p>Out of the P10,000 initial capital, Ramos made the business grow. She then availed of an additional P50,000 loan to further boost her capital and expand her business.</p>
<p>To the farmers, the President awarded seeds, thresher, and tractor to further boost their income.</p>
<p>She also briefly visited the Jobs Fair where hundreds of applicants lined up and the ongoing medical mission where residents were given free medical check-up and medicines.</p>
<p>About 2,000 guests composed of entrepreneurs, trade shoppers, job seekers and locals availing of medical and dental services attended the event coinciding with the 99th birth anniversary of former President Diosdado Macapagal.</p>
<p>Before gracing the trade fair, President Arroyo attended the 6 a.m. mass at Saint Augustine Church which was officiated by Father Nolasco Fernandez. She then had breakfast with the clergy together with some 985 barangay health workers of district two at the Church Open Court.</p>

<p>RP stronger because of fiscal reforms, prudent banking practices&#8211;PGMA</p>
<p>President Gloria Macapagal-Arroyo this morning told local and international investors the Philippines remains one of the best investment destinations among the world’s emerging markets.</p>
<p>Speaking at the 2009 Philippine mid-year economic briefing at the Makati Shangrila Hotel, the President traced the country’s stronger and stable economy to fiscal reforms, prudent banking practices, and sound macroeconomic fundamentals.</p>
<p>“Because of the bitter medicine of fiscal reform that we took years ago and the economic resilience that it has in turn created, we are today a stronger, more robust nation. We are poised to ride the wave of the impending global economic rebound and to offer investors an opportunity to capture the growth prospects that come with it,” the President said.</p>
<p>With strong Investor appetite for Asian equities, the Philippine Stock Exchange posted a 48 percent rise and foreign direct investment (FDI) saw a double digit increase so far this year.</p>
<p>The President said much have been achieved in the areas of infrastructure investment, job creation and macroeconomic stability that have helped the Philippines withstand external shocks and even sustain positive economic growth throughout the global recession. The Philippines is one of only three countries in the Far East which continues to post positive growth.</p>
<p>She said international rating agencies such as Moody’s Investors Service and multilateral financing institutions (MFIs) such as the International Monetary Fund (IMF) and the World Bank (WB) have also maintained their positive outlook on the country’s economic growth for this year and 2010.</p>
<p>The President, however, cautioned much remains to be done to build a strong middle-class and ensure the country’s long-term economic prosperity.</p>
<p>“Our goal is to reduce the debt-to-GDP ratio (or the country’s ability to settle its debts) so we can stop wasting our resources on debt servicing, and to maintain higher spending for infrastructure and human capital as we have done before and during the global food, economic, and now climate change crisis. Having the ability to invest is a gift that we must not squander. Having money to provide a safety net to our poor, invest in our children’s future, and lay the groundwork for long term prosperity must be sustained in the years to come,” she said.</p>
<p>The President stressed her administration has laid the groundwork that generated the country’s fastest growth in 30 years; created 8 million jobs; and the highest level of revenues in decades.</p>
<p>The President said the Philippines has become one of the world’s most competitive locations for business process outsourcing (BPO), an industry that today employs over 400,000 workers compared to only 4,000 in 2001.</p>
<p>The President added strong investments and various reforms have produced highly skilled and world-class workers that give the country one of the best value-for-investment propositions among emerging markets.</p>
<p>“This Administration has delivered over the last eight years. I am hopeful that our economic progress will be sustained, and that the Philippines will continue to be one of the havens of stability among the emerging markets of the world,” the President said.</p>
<p>Meanwhile, Bangko Sentral Governor Amando Tetangco Jr. said the Philippines has sufficient liquidity to ensure orderly market conditions and fund growth requirements.</p>
<p>Tetangco said the banking system remains stable, with a manageable external debt of $51.8 billion as of June 2009, down 5.4 percent from the year ago level.</p>
<p>Tetangco said FDI is projected at $1.5 billion; and gross international reserves (GIR), excluding short-term liabilities, at between $42 billion and 43 billion or the equivalent of seven months’ worth of imports. Remittances from overseas Filipino workers (OFWs) is expected to exceed last year&#8217;s level by three percent.</p>
<p>Tetangco said the Bangko Sentral ng Pilipinas (BSP) has also allocated P5 billion in special rediscounting loans for typhoon-affected micro-, small-, and medium-sized enterprises (MSMEs).</p>
<p>Tetangco said government will push domestic demand and consumption as the key economic driver in the short term. </p>

<p>Gov’t to lobby for garments with same fervor as war veterans before US Congress</p>
<p>President Gloria Macapagal-Arroyo said government will lobby for the garment industry with as much fervor as it did for war veterans before the US Congress.</p>
<p>“We are lobbying for the early passage of House Resolution 3039 with the same fervor with which we lobbied for Filipino World War II veterans’ benefits,” the President said in a high-level meeting of the Philippine Garments and Textile Association held at the Davao Room of the Sofitel Hotel this afternoon.</p>
<p>“Just as the US was finally receptive to the plight of Filipino veterans of World War II, we also hope it will be sympathetic to the needs of Philippine garment makers who have supplied the US market for so many years because it is a formula that will also help the US textile manufacturers,” she added.</p>
<p>The American Recovery and Reinvestment Act of 2009, which was passed by the US Congress on Feb. 14 and signed into law by President Barack Obama on Feb. 17 as part of the US government stimulus package, grants a one-time lump-sum payment of $15,000 for each US-based Filipino WWII veteran and $9,000 for those living in the Philippines.</p>
<p>House Resolution 3039 or The Save our Industries Act of 2009 was filed by American Rep. James McDermott (D-Washington) before the US Congress last June 25, 2009. Under the proposed bill, the Philippines, a former American colony, will be given preferential duty treatment to certain apparel articles sold to the United States.</p>
<p>HR 3039 is currently being deliberated by the US Committee on Ways and Means.</p>
<p>When enacted into law, Philippine garment manufacturers will be allowed to import and use American textiles for eventual shipment back to the United States as finished garments under the cut-and-sew concept. This will allow Philippine garment exports to enter the US duty-free instead of pay the standard 30 percent to 40 percent tariff.</p>
<p>“Let your industry and our government and our friends in the US textile industry pour all our dedication and talent into the common and noble effort, “ she added.</p>
<p>In an interview, Confederation of Garment Exporters of the Philippines (CONGEP) president Laurence Delos Santos underscored the importance of getting HR 3039 passed into a law saying the Save Act could double the total garment revenue earned in 2008 which was pegged at US$2-billion.</p>
<p>He added that the industry would also increase employment by 300,000 in a span of three years.</p>
<p>“What is needed now is for the Philippine government to push our friends in the US&#8211; US congressmen and senators&#8211; to pass HR 3039 into law, “Delos Santos said.</p>

<p>PGMA lauds innate artistry of Filipino textile manufacturers</p>
<p>President Gloria Macapagal-Arroyo today cited the innate artistry of Filipino textile designers and manufacturers as the main reason why the industry remains globally competitive despite emerging alternative and more affordable markets.</p>
<p>In her speech keynoting the Joint Membership Meeting of Philippine Garments and Textile Association (PGTA) at the Sofitel Hotel in Pasay City this afternoon, President Arroyo lauded Filipino textile manufacturers whose ingenuity and craftsmanship during the days when China was the most favored nation to look to for garments and textile kept the industry afloat.</p>
<p>“So we had to look for ways to enable the industry to survive. We found those ways in the innate artistry of the Filipinos, the natural ingenuity and craftsmanship, the sense of style and color that appeals to the upper end of the market,” the President said. “These advantages allowed us to move up the market, create new niches and compete based on better quality rather than cheaper price.”</p>
<p>While the country may have lost ground in the mass market, Filipino designers and Filipino manufacturers and even Philippine manufacturing of foreign names, she said, are making a name for themselves on the world stage with the good designs and the finely-worked garments.</p>
<p>“And that is your niche today: no longer the low-skilled, low-priced garments but rather the higher skilled, better priced and better quality garments,” she added.</p>

<p>LEA SALONGA TO GRACE FILIPINO COMMUNITY MASS FOR TYPHOON ONDOY VICTIMS AT ST. MATTHEW CATHEDRAL</p>
<p>07 OCTOBER 2009 WASHINGTON DC – Renowned international singer and Tony award honored Lea Salonga will join the Filipino community in the Greater Metro DC area in a mass for the victims of typhoon Ondoy.</p>
<p>Miss Salonga, who earlier released a statement calling on Filipinos in the United States to help relief and rehabilitation efforts in the Philippines, will air her personal appeal during a special mass on October 13, 2009 (Tuesday) at the Cathedral of St. Matthew the Apostle at 7 pm.</p>
<p>In her statement, the Tony and Laurence Olivier-winning actress pointed out, “Our great nation and our people need your help…”</p>
<p>Philippine Ambassador to the United States Willy C. Gaa commended Ms. Salonga for “her generosity of spirit and heart,” for joining the Mass and for partnering with Filipino and Filipino-American organizations to “help raise awareness and funds to benefit our countrymen back home.”</p>
<p>“Ms. Salonga is already an inspiration with her many achievements in theater and film.  Her decision to act, to lend a voice to those in need in these trying times is a testament to the goodness in her heart that deserves to be emulated by anyone,” said Ambassador Gaa.</p>
<p>“Lea’s extraordinary talent is matched by her extraordinary heart,” pointed out Ambassador Gaa.</p>
<p>“We look forward to seeing Ms. Salonga and to listen to her give her message to her kababayan here in the Metro DC Area,” added Ambassador Gaa.</p>
<p>Ms. Salonga has taken time off her scheduled concert tour of North America to lend support to Filipino organizations.</p>
<p>She is expected to sing at the Cathedral of St. Matthew the Apostle Mass.</p>
<p>About 600,000 are now in evacuation centers in Metro Manila and surrounding areas after typhoon Ondoy (International name: Ketsana) hit the Philippines.  Typhoon Ondoy submerged 80% of Metro Manila and affected an estimated three million people.  At least 280 people were killed in the floods that followed the typhoon. END</p>

<p>AMBASSADOR GAA: “IN FIGHTING TERRORISM, IT IS IN OUR BEST INTERESTS TO WORK TOGETHER”</p>
<p>At a recent Ambassadors Roundtable Series on International Collaboration to Combat Terrorism and Insurgency hosted by the Homeland Security Policy Institute (HSPI) at George Washington University on 06 October 2009, Philippine Ambassador to the United States Willy C. Gaa delivered a presentation highlighting the important lessons learned by the Philippine government in its decades-long struggles against both communist and Islamist insurgencies, including the National People’s Army (NPA), the Moro National Liberation Front (MNLF), and the Moro Islamic Liberation Front (MILF); and against international terror groups such as Jemaah Islamiyah and the Abu Sayyaf Group.</p>
<p>Before a group composed of members of the academe, U.S. government officials, representatives from think tanks and policy organizations, Ambassador Gaa emphasized the need and value of regional and international cooperation in addressing the current threat of global terrorism. With reference to the current threat posed by terrorism, Ambassador Gaa said, “The advent of globalization and the spread of extremist ideology and beliefs have given rise to a threat that has become transnational and global in nature. In addition, it is perpetrated by non-State actors and groups that easily transcend borders and take root in various communities throughout the globe. To effectively address this development, working together has not only become a necessity, but is also in our best interests.”</p>
<p>During his presentation and in the discussions that followed, Ambassador Gaa also shared insights into the current security approach of the Philippines, stating that, “Decades of experience and recent successes have shown my Government that a purely military approach or solution is not sufficient and that a key aspect in addressing terrorism and insurgencies is understanding its root causes and effectively implementing programs that address these root causes. Soft and hard power must go hand in hand in tackling these root causes, a balance must be found for each particular situation but it is never advisable to implement one exclusive of the other.” END.</p>

<p>PGMA lauds Rural Bank for lending to micro-entrepreneurs</p>
<p>President Gloria Macapagal-Arroyo this morning thanked the Rural Bankers Association of the Philippines (RBAP) for helping the country’s marginalized people or the “base of the pyramid” as RBAP’s 52nd anniversary theme states.</p>
<p>“With your assistance, the Philippines earned the respect and praises of multilateral finance institutions for being number three in the world and the best in Asia in terms of microfinance operations,” the President said.</p>
<p>Aside from the International Finance Corp. (IFC), the private sector arm of the World Bank, other global groups such as “the Economist” magazine have also taken notice of the robust growth in microfinance operations of the Philippines.</p>
<p>The President said the creditable economic performance of the country “enabled us to continuously grow for the past eight years. In fact we have not been through the normal boom and bust cycle since 2001. These same strong fundamentals will enable us to keep growing despite the destructions brought by typhoons “Ondoy” “Pepeng”, and “Quedan” and, with your help, we can propel the Philippines forward in the age of the First World by 2020.”</p>
<p>The President also acknowledged the role of Land Bank of the Philippines (LBP), headed by its president and chief executive officer Gilda Pico, in channeling P180 billion to retail financial institutions like rural banks.</p>
<p>Rural banking was introduced by the late President Elpidio Quirino in the late 1940s to be a catalyst for countryside development. As a senator, the President authored the law rehabilitating the rural banking system in the country.</p>
<p>Last year, privately-owned rural banks posted an outstanding loan portfolio of P6 billion to 290,000 clients.</p>

<p>PGMA urges CREBA to continue being government’s partner</p>
<p>CAGAYAN DE ORO CITY &#8212;President Gloria Macapagal-Arroyo today called on the Chamber of Real Estate and Builders Association (CREBA) to continue being government’s partner in building homes for the people and in transforming informal settlers to legitimate homeowners in safer places.</p>
<p>In her keynote address at the 24th National Convention of CREBA held at the Atrium of the LimKetKai Center here, the President stressed that now more than ever, CREBA can be government’s partner in providing decent homes to those evacuated from dangerous areas during the onslaught of typhoons “Ondoy” and “Pepeng.”</p>
<p>The President noted that for decades, many people, mostly informal settlers, occupy dangerous places such as lake shores and riverbanks. The government, she said, will not allow those evacuated from these dangerous areas to return.</p>
<p>The President said several developers have committed some of these (safe relocation) areas and that, within a month, they would be able to build houses for people to move in.</p>
<p>“Thank you for that. Let us together transform informal settlers to legitimate homeowners in places where they will be safer,” the President said.</p>
<p>At the same time, the President urged CREBA to explore the countryside for more opportunities to build homes for the people, especially middle and low cost housing.</p>
<p>She noted that in spite of the global recession, private construction sector in the Philippines grew by 17 percent last year due to the surge in middle and low-income housing.</p>
<p>She vowed to continue to work aggressively to ensure that the economic growth that has been generating jobs and revenues to invest in new infrastructure and critical social programs would also be sustained.</p>
<p>“We will continue our Economic Resiliency Plan and its important components like the Conditional Cash Transfers to the poorest of the poor. Through the support of all levels of government and the hard work of our people, including your industry, we will not be deterred in our effort to maintain growth. We will intensify our investment in infrastructure. We will continue our Livelihood and Emergency Employment Program. We will continue to work with you to ensure our public-private sector partnership,” the President said.</p>
<p>The Chief Executive said the Housing and Urban Development Coordinating Council (HUDCC) has dropped interest rates and increased the coverage of socialized housing loans and the maximum loanable amount and that the Bangko Sentral is keeping the key policy rates unchanged.</p>
<p>“I count on CREBA to continue to be government’s efficient shelter partner as we move forward. I count on CREBA to continue to be government’s efficient shelter partner as we move towards the First World in 20 years,” the President said.</p>
<p>CREBA is the country’s largest organization of real estate brokers, developers, professionals, suppliers, and other allied businesses.</p>

<p>NDCC awaits LGU assessment on storm damage</p>
<p>The National Disaster Coordinating Council will recommend the lifting of the state of national calamity in certain provinces if local government units think it is no longer necessary.</p>
<p>Press Undersecretary Anthony Golez and Deputy Presidential Spokesperson Gary Olivar in the regular press briefing, said the NDCC will make the recommendation to President Gloria Macapagal-Arroyo based on the LGUs assessment.</p>
<p>According to Golez, Defense Secretary and NDCC chairman Gilbert Teodoro will wait for the LGUs to finish reviewing the extent of the damage.</p>
<p>“You can not hurry it up because you have to get in touch with each town, city and barangay. It takes time to get a clear picture of what is happening,” he said.</p>
<p>On evacuees vandalizing the schools or public centers, Golez and Olivar said they “must be disciplined.”</p>
<p>The government is now talking about rehabilitation of disaster areas, through the LGUs rehabilitation funds.</p>
<p>“It sometimes takes years before normalcy is achieved. It depends on the plan of LGUs. If for instance, the LGU plan has “Balik Probinsiya” then it could be faster. It depends on the strategy of local government units, kung mapapabilis or mapapatagal nila the kind of rehab they will implement,” Olivar said.</p>
<p>The government is also calling on the private sector to help in creating livelihood and employment in relocation sites so that people would not return to their former sites in endangered areas. There are now 300,000 relocatees that need to be given livelihood.</p>

<p>PGMA exhorts CREBA to help make RP most favored tourist destination</p>
<p>Cagayan de Oro City &#8212; President Gloria Macapagal-Arroyo today called on the Chamber of Real Estate and Builders Association (CREBA) to help the government make the Philippines one of the most favored tourist destinations in the region.</p>
<p>In her keynote address at the three-day 24th National Convention of the CREBA at the Atrium of the Lim Ket Kai Center here, the President said the tourism sector has been growing for the last eight years with government infrastructure support such as the Strong Republic Nautical Highway which has provided seamless movement of people and goods from Luzon to Mindanao.</p>
<p>Moreover, the President said the tourism sector grew significantly especially after the tourism super region plan was fleshed out.</p>
<p>“One breakthrough for the tourism was when we completed the Western Nautical RORO Highway in 2003. It allowed seamless travel by car from Manila not only to Boracay but also to northern Mindanao. And, now with the Western, Central and Eastern Nautical, we are poised to ride the wave of the impending global economic rebound and to offer your industry an opportunity to capture its growth prospects,” she said.</p>
<p>However, the Chief Executive noted that the lack of tourism establishments such as hotel rooms impede the supposed soar of the sector.</p>
<p>“You build them (tourism establishments) and they come,” she said.</p>
<p>The President added that the Philippines is poised to ride the wave of the impending global economic rebound and that the real estate sector can capture once again the opportunities that await the sector.</p>
<p>CREBA is the country’s largest organization of real estate brokers, developers, professionals and suppliers. The convention’s theme is “Pinoy Economic Stimuli in a Global Recession: Mass Housing and World Class-Tourism.”</p>

<p>PGMA opens Customs-Immigration One-Stop Center in Sarangani</p>
<p>GLAN, Sarangani – President Gloria Macapagal-Arroyo today revisited this coastal town to open the building of the Customs Immigration Quarantine and Security (CIQS) One Stop Action Center (OSAC) that will enhance trade and tourism exchanges with neighboring country.</p>
<p>After unveiling the project marker, the President witnessed the symbolical turnover of the building by Glan Mayor Enrique Yap Jr. to Customs Commissioner Napoleon Morales. The lot and the P1-million building was donated by the municipality of Glan.</p>
<p>Assisting the President in the unvieling of the project marker were Morales, Immigration and Deportation Commissioner Marcelino Libanan, Presidential Assistant for Mindanao Secretary Jesus Dureza, Sarangani Governor Miguel Rene Domiguez, Rep. Erwin Chiongbian, and Mayor Yap.</p>
<p>In an interview, Yap said the CIQS one-stop shop situated at the Port of Glan will serve as the entry point for foreign nationals and returning Filipinos, particularly those coming from Indonesia and Malaysia.</p>
<p>He said exporters and importers from the Brunei Darussalam-Indonesia-Malaysia-Philippines East Asean Growth Area (BIMP-EAGA) will now have an easier time conducting business in Sarangani province.</p>
<p>With its completion, the CIQS-OSAC in Glan is also expected to boost direct shipping services between the Jose Abad Santos-Glan-Sarangani Cooperation Triangle (JAGS-CT) and Indonesia&#8217;s North Sulawesi province. Since pre-colonial period, the towns of Tuhana, Indonesia and Glan, Sarangani have existing trade relations.</p>
<p>The action center, which now houses the satellite offices of the Bureau of Customs (BOC), Bureau of Immigration and Deportation (BID), Department of Health (DOH), Bureau of Plant Industry (BPI), Bureau of Animal Industry (BAI), Bureau of Fisheries and Aquatic Resources (BFAR), and the Philippine Coast Guard, is mandated to fast track, assist, and simplify CIQS regulatory processes.</p>
<p>In a related development, the President awarded the certificate of turnover of 130 bags of open pollinated variety of assorted corn seeds worth P78,000 to Sarangani farmers under the Ginintuang Masaganang Ani and corn programs, and the Philippine Coconut Authority (PCA) certificate of turnover for 3,440 bags of salt fertilizers for coconut worth P1.1 million for 830 coconut farmers beneficiaries of Glan.</p>
<p>The President also awarded cash awards and trophies to the three winning teams for the 10th Lubi-Lubi sa Glan Festival street dancing competition.</p>
